The CIA, for its part, was not so alarmed by the Chinese modernisation programme, noting progress, however, in the development of nuclear-powered submarines, strategic missiles, an experimental fighter, and in planning for the construction of an air-to-air missile. But the overall estimate argued:

Even with steady improvement in forces and defence industries over the next 15 years ... China will not develop a significant offensive capability against the USSR, largely because of that country’s vastly superior industrial base ... China is unlikely to develop forces based on technology rather than manpower or abandon its defensive doctrine of ‘People’s War under Modern Conditions’.85
